Guess this is the best place to ask. Just reviewed BATFE C&R list. Origional 11919A4 and A6 made before 1946 are on there. SEMI AUTO, becuase of the new side plate are FFL only?

Used to be able to get an 80% side plate w/o an FFL. Not real sure what current regs are. Believe you can still mfg. a semi as long as it's for personal use....not mfg. for resale only.

I think KMP is still making the 70% plate all the cuts are there you just have to make break thru in the link ejection port and the cocking handle slot ,only .030" of metal to remove and it is a non FFL item !!

Correct. Read the definition of a C&R. It is a firearm in it's original configuration as manufactured. So a semi with a new rsp, modified internals and substitution of new manufactured parts is not considered a C&R. Another example would be a military rifle that has been sporterized. Since it is not in it's original configuration it does not meet the definition even though the receiver is original.
