Has anyone with an FFL received a letter advising that a 50 cal BMG upper for an AR15 lower is now being considered a firearm by itself and will need to be treated as such? This would include having the upper searialzed by itself, thereby having two serial numbers once assembled together. With the current shutdown this ruling may take awhile to sort out. Figures, just when I had decided to purchase one the manufacturer is holding off until he gets a letter back from tech branch.

ATF doesn't send random letters to FFLs for the most part-- they issue email newsletters spottily which FFLs need to sign up for and otherwise FFLs are expected to know what is a FFL item and what is not, but IIRC this came up a few months ago in regard to a particular MFG's upper. As I remember they were claiming that since all the AR lower did was act as a trigger-mechanism and was no longer used to do any other of it's receiver-atttribute-items such as feed ammunition or hold the stock, the proper 'receiver' was the upper. I forget how it came out, but it's shades of the XMG-34.
