It is legal to make one..... but ya have to modify the hell out of the internals, making it unreliable and PERHAPS unsafe.
Also you need to permanently LENGTHEN the barrel to be legal.
Ya wind up with an ugly, clumsy, unreliable and posibly dangerouse weapon.
Not worth the effort in my opinion.
Look into the yugo m56, still not great but BETTER
