After looking at my finances I think the first thing I can afford is a silencer. I know I need a letter of good standing from a LEO. Does he have to be local or can I use a sherriffs that I know that lives about 200 miles away? He lives in KS.
After that do I fill out the paperwork to send to BATFE?

You need to have the chief law enforcement officer of the county in which you reside to sign off on your forms, or set up a trust and avoid the sign off.

Sorry..but I disagree. There is no sense finding a NFA item, bothering an individual/dealer, exchanging funds etc. till you know you have a path to complete the process.
If your in the City Limits then your police Chief will be the CLEO. If your out in the country (unincorporated) then your Sheriff will be the man. Then you have the other options of District Attorney, State Attorney General etc. Once one of them "understands" the process and agrees to sign your form fours...."Then" you can go shopping.
I live in Colorado, in one of the largest populated counties, and my CLEO's "will not" sign the forms. Remember, just because Kansas has become a new NFA's Allowable State......doesn't mean your CLEO's will cooperate or sign anything. You need to set up a couple of polite informal meetings with your local CLEO's and discuss the situation. If Kansas had always been a NFA state then just a phone call to your local C3 Dealers or SOT C2's and they would tell who signing...and who isn't. Also....like in my case where they won't sign.....you always have the LLC and Trust options.

After reading your post again there are a couple of things I want to make sure are clear. There is no "Letter of good Standing" required from anyone. On the 5320-4 BATFE Form that you'll fill out when purchasing any NFA Transferable weapon or device there is a printed statement that says....

I certify that I am the chief law enforcement officer of the organization named below having jurisdiction in the area of residence of
. I have no information indicating that the transferee will use the firearm or device
(Name of Transferee)
described on this application for other than lawful purposes. I have no information that the receipt or possession of the firearm or device described in item 4
would be place the transferee in violation of State or local law.
(Signature of Transferee) (Date)

This is all there is for the CLEO to agree to...and sign. Brand spanking new
CLEO's and a Brand New NFA State to boot isn't going to make this a simple accomplishment. Remember CLEO's get voted in and out every 2-4 years and believe me....Knowledge of the NFA system and process are not common or high on anyones list....EXCEPT YOURS. I've had 20yr Law Enforcement officals look me in the eyes and state...."You can't do this...Machine guns are illegal"..!!! The other problem is....due to ignorance on their part.... the CLEO thinks by signing your form he's authorizing or granting permission for you to have these dangerous weapons....and he THINKS he will be responsible or held accountable if you go crazy and and....well you know.
Someone has to take them by the hand and show them the statement reads
"they have NO knowledge....or KNOW No reason why YOU would do anything unlawful. In my case around Denver....the County Sheriffs just all refuse to sign....flat out. Its a power thing....non of them HAVE TO SIGN.....so they won't.
I literly know hundreds of NFA Enthusiusts around the USA and many have told me....their CLEO will sign on Machine Guns...BUT not on Suppressors.....or they'll sign on Machine Guns but not SBS's or SBR's. Its a power thing and the CLEO can do whatever his little heart pleases. So it pays to approach them politely....patiently....and try and help them understand its all cool......all on the up and up....and they're not approving you to do anything. Thats the BATFE's job and thats where your $200 goes to. (unless they just blow it on donuts and stamp your form 4 "APPROVED".
When you meet with your CLEO for the first time have the phone numbers for the Kansas Departments of the BATFE on a seperate sheet. Then if he doesn't understand...or doesn't agree with what your telling him.... politely request he call the BATFE and speak with a representative. If you can accomplish all this without ruffling his feathers.... it educates him and should make your life alot easier for when you walk in with papers for a Browning Ma deuce the next time.

Yeah I guess things are a little different here. I never even saw the CLEO, never talked to him. I think it would be a lot easier to find someone to transfer it. I figured they would tell him if no one would sign and then he could go about some other route.

I bought a SBR, Machine gun and a suppressor before I knew my CLEO would sign.... and thats in MD, one of the most liberal states out there.

The easy way to figure this all out is go talk to someone at a gun store.

One minor point: If you live in a town/city w/a PD, you could use the chief or sheriff as both have jurisdiction over your residence.

I think that TiredIron gave you some great imfo. I also live in Colorado however in the largest County (5,000 Sq. Miles) with probably the least population (15,000 people). My County seat is 100 miles away and the Sherrif there is pretty easy to get along with. HOWEVER.... if I were you, depending on your age and financial situation, I would seriously consider getting an FFL and forking up the bucks ($500 per year) to become a class 3 SOT and not have to screw around with Sherrifs and Police Chiefs. Buying a silencer is definetly getting the "Cart before the Horse". Also very hard so sell and make a profit on. If you become a FFL dealer you should certainly be able to make enough profit to pay your class 3 SOT and have all of the guns you want without paying the $200 transfer tax. At a later date, you might be able to bribe your local CLEO into giving you a law enforcement demonstration letter and be able to buy some cheap iron to burn up ammo with. I know that a lot of people say it's difficult to get the "law letter", but you would be suprised what offering to donate a Mini 14 or a Glock to the Dept. would get you. You see, when you go to the CLEO to have him sign off on your NFA purchase, (Silencer, Machinegun, etc.) he will think that he's doing you a favor. When you offer to "enhance" the dept. with something they could use, then they consider you doing them a favor. Good luck in your quest for NFA items in the Jayhawk State! If you get frustrated, come on over across the line 80 miles and bring $$ or Ammo and we can shoot some F/A stuff. Where I live, I can step out my front door and shoot.
