when i use zinc i boil off as much of the water as possable and put the rest in a antifreeze jug, and take it to the city dump. they have a drop off for hazmat fluids. there is a procedure for neutralizing the phosphate. but it escapes me at the moment, sorry i suffer from C.R.S.....:)

If I was told right the only problem is the acid , the other parts are used in batteries and pottery glaze, you just put baking soda in the mix and you can put it anywhere.

I have been led to understand that the acidic nature of the zinc phosphate is about as acidic as the phosphate level of Coca-Cola, so the disposal -- acid-wise -- hazard is negligable.

Why would you want to dispose of it? I have been using the same solution for twenty years. The only way it gets used up is through evaporation when heated. I keep it in plastic bottles. Sooner or later somebody wants something parkerized. When I am done with a project the solution goes back in the bottles. I store the bottles in a large 20mm ammo box. It does not go bad although you may have to add the concentrate to it after a while.

Moving...

What I got is three milk jugs of different generations of park that are usable, but not worth shipping to new location. I heard, also, that the acid was the concern. Baking soda and heavy dilution seems appropriate, but can find no substantiation on the internet. Shot of an email to Brownells, but don't expect to hear from them until well into their business week.

Msds

Whomever manufactured the park solution should have MSDS (Material Safety Data Sheets) it's an OSHA requirement a lot of times you can download them. This will tell you everything you need to know.
