Short version;
1. File a form 1 with all pertinent info, include a MO for 200.00.
2. Wait for stamped and approved Form 1 to arrive in the mail.
3. Start cutting!

if your state or local community does not have a law forbidden you to have a SBR, then here is how to to it step by step


you will need 2 of each of these forms

F 1 (5320.1) - Application to Make and Register a Firearm

F 5330.20 - Certificate of Compliance With 18 U.S.C. 922(g)(5)(B)

FBI FD-258LE - NFA, Imports ORI WVATF0100

all of the forms can be ordered from the ATF distrubution branch, takes about a week for it be delievered to you

once you get the forms :

1)fill out the froms, all self explanitory

2)get 2 passport photos attach them to the form 1s

3)go to your local PD and get fingerprinted

4)get your chief law enforcement officer to sign the form 1s, chief of police, sheriff

5)mail it all off along with 200 bucks and when the approved form 1 comes back, you can build it, or have a SOT build it


it now takes about 60 days for the approved form to come back



Now if for some reason your CLEO does not want to sign you form, which people have encounter that situation, they have been going the revokable trust route.

in which case, you don't need the fingerprints, photo or the signature, just 2 form 1s and the F 5330.20...........you also need to send A COPY the declaration page of the trust as well as the exhibit/schedule, DO NOT SEND THE ORIGINAL

I've only done one on an existing firearm (a 1927A1 West Hurley semi Thompson) but I am curious as to what other steps are involved in building an SBR legally from a parts kit and a demilled receiver. :)

Instead of waiting for the BATFE to send the forms I believe you can download them from the ATF website (ATF online). There are a couple of forms they don't have on the site but I do not remember whach ones they were.

a one week wait isn't that long, why not order the forms from them? the tax money was already spent to print them, and money was allocated to send them............you already paid for them, so why not use that service that is available?

You will have to engrave your name, city and state onto the reciever as you are the manafacturer of the sbr, however you will re use the serial number stamped on the reciever by the original manafacturer. If it were me, and I like factory looking engravings instead of electropencil stuff, I would have all of my info engraved prior to filling out the paperwork. The reason being if something happens and the reciever gets lost or damaged going to the engraver after the paperwork is filed, you now are dealing with an nfa weapon, whereas, if you have your info engraved on it prior to filing paperwork and the reciever is damaged or lost, you are just out the cost of the reciever and not the $200 stamp as well as the hassles that are involved when an nfa weapon is lost. Just remember you are not legally allowed to put the barrel on the gun until it is engraved and you have the tax stamp, but you dont have to have paperwork to engrave your info on a gun.

What's the BATFE address to which to send your CLEO-approved paperwork (Form 1s, fingerprint cards, Certificates of Compliance)? I should be receiving the approved paperwork back from the CLEO later this week and don't want to waste a single day getting them (with the check) out in the mail.

The address has changed since my last SBR, otherwise I'd already have it.
