Anyone ID this mark on a 60mm mortar tube. Its a bow with an arrow. Can't find my reference book

I sort of doubt this but could it be Russian? Izhevsk Bow and Arrow was used until 1928. http://62x54r.net/MosinID/MosinMarks01.htm.
