It's a good start but just rolling back the latest "interpretation" isn't a complete fix. Tons of small 07 manufacturer FFLs get hammered by the State Dept wanting $2300/year for the privilege of registering with them. If a FFL throws together one AR from parts and sells it and ATF says they need an 07 and then DDTC will be along shortly to hit them up.

The language needs to be rolled back _and_ either non-exporters exempted or the fees cut down to a negligible level.

Sorry, gotta' pass on the petition thing. At best I get a lot of junk emails. At worst, well I prefer not to think of "at worst", given the sterling performance of the IRS as they process 403(c) applications. (And that is just one example of many.)
