i have been told that this is used by the military to take down oil buffers
any input would be appriciated

Correct,John...that is indeed a buffer take-down tool. I've only seen pic's but I concur.

Yep, that's a nice tool to have, I imagine. Having just pulled apart a couple of buffers, swapping some parts around, that would make things one heck of a lot easier!!!
