Mortar Barrel Repair Help Needed - Recommendations on who can do the repair

I need to have a repair done to my M29 81mm mortar barrel. Here is picture of the damage. The rest of the tube seems to be in good shape. I have a form 1 already approved. The metal behind the cut was for the previous owner to use a backing to put bondo on.
