US tripods used to require the F6 import applications, and foreign made tripods did not, but this may no longer apply. Some countries will not export military surplus items to the US without F6s.
The only restrictions have to do with source of export. For example, no items made during the USSR years are importable, but Russian items made pre-1917 are importable. there are other proscribed countries which you will have to research. Many items made in the USSR are routinely taken out of Russian and exported from Germany and other former satellite countries.
Value over $100 requires form 6 applications.
