Ok, looking for factual info. I have a dealer in another state telling me that new Federal regs require that pistols be shipped only via overnight or next day shipping.

I can find nothing that states such. This is for a dealer to dealer shipping of a pistol, if that matters at all.

All of the commecial carriers like UPS and FedEx have their own policy that they will only ship overnight. FedEx goes further by demanding next morning or "priority" overnight. There is no Federal law that requires that. Since you are a dealer, your best bet (cheapest) would be to ship the handgun via the USPS. Use the flate rate box for $9 plus whatever the insurance is and it will get there in 2 days to just about anywhere in the 50 states. Use the online postage payment and it will also include delivery confirmation for free.

Firearms are always allowed with USPS if you meet certain requirements

dan, last i remember you could not ship any firearm usps.. are you saying if your ffl is on file with them you can??? i know that ups and fed ex required over night.....of course what do i know:D
I have been sending firearms via USPS since we got our license. As a dealer, all you have to do is tell them at the counter that it's a firearm, and hand them post office form 1508 filled out. They stamp it and hand it back to you and thats it. (I still think they are supposed to keep the freaking form, but what do I know....)

USPS allows rifles and handguns, and they don't even ask to see your FFL. As long as you hand them the form filled out, that's it.

It's just I have this asshat dealer telling me that regulations MANDATE all handguns must be shipped only next day, and I was briefly confused if there had been a change in the law that I was unaware of.

Just had this EXACT same discussion with UPS Friday. I was told by UPS themselves that the next day air policy was because too many guns were getting stolen by employees. They said I could call it anything I wanted, I wouldn't get into legal problems but if it got lost(stolen) they would not pay a dime on the ins. We then got into it over if me, (no ffl) can ship my own gun back to a mfg for repair. Ruger says I can, ATF says I can, but for some reason UPS says its against the law. Go figure. Hotch

So you can ship a gun UPS regular shipment, not declare it's a gun. Declare it's machined parts and insure it for the correct value. If lost, they would pay the value it's insured for yes?

UPS has its own rules, due to employee thefts. They are not "out of the loop" but now covering their asses, CYA, and passing on the cost to keep their own employees from stealing handguns to dealers.
Dan

How does shipping next day remove the threat of theft by an internal employee? I understand what they are trying to do, just not sure if I understand how this policy get's them there.

I must admit, I know nothing about how the shipping system works, all I know is I drop off a letter or box at the place, pay and it get's to where I sent it....what happens in between is as mysterious as the pyramids to me.

LT,

You are correct and so is everyone else that posted here as far as I can tell. Yeah, the UPS bit was due to thefts. I don't fully understand their system, but I am guessing that the next day air saver - lowest they will accept a handgun on has a higher degree of accountability due to the time constraint on delivery. You do have to notify the shipper of a firearm... I just did income tax returns so I'm too lazy to look anything up in ANY government book right now, but it's there both in statute and regulation. Guess you could use generic term "firearm" and ship it ground? But any excuse not to pay off on a loss will be used and I would imagine failure to disclose exactly what it was would suffice.

Lots of places use USPS for handguns if an FFL is on both sides of the transaction. I got some CZ-52s from AIM many moons ago shortly after UPS started the air saver bit and got shipped for maybe 1/4-1/2 the cost.

what I was told by an ffl years ago was the reason for it was simple accountability. when you ship over night they know where the package is at any point and I believe that the different empoyees sign for it when it comes into there possesion so they carry the responsibilty to get it to the next place.

With the tracking system they have I would assume they could narrow down who stole something pretty fast, if they can't they shouldn't call it a tracking system. I am a little disturbed they would even have that many employees who would steel something, they obvousely need to higher a better class of workers. I have had a lot of people work for me of all kinds and income levels, one guy actually lived in a pickup camper. Some were more productive than others but none were theives, what is this nation coming too? I guess that is what Obama is for. Hotch

Ever file a claim with UPS?? Just because you paid for insurance doesn't mean reimbursement is automatic if they can't prove they delivered. A claim requires receipts/invoices/other documentation of value of contents.

wait so...your saying if I insure a box for $100, machine parts and the box never makes it there...I file a claim, I produce a receipt for $100 machined part..that they wont pay the claim?
