I live by the military technical manuals for military vehicles which got me to thinking is there technical manuals out there for the 1919a4? I happened to be perusing here and will Google it but figured I'd ask as there is usually someone that somehow has remembered the technical manual numbers if they exist. Thanks.

There are several.

My personal favorite is:

TM 9-1005-212-35

I think it is one of the most comprehensive Technical Manuals if you are looking for exploded views and parts lists of the 1917a1, 1919a4, and 1919a6 machineguns (broken down to each subsystem (bolt, lock frame, barrel extension, topcover, sight assemblies, etc.); mounts, tripods (several models), T&E mechanisms (several models), depo-level tools; inspection procedures, testing procedures, etc. etc. etc.

There are others, but this is one of, if not the best TM for the 1917a1 and 1919a4/a6 machineguns.

I got a few copies of John's 1919A4 and 1917A1 manuals for inventory and they are magnificent. These are the Base Shop Data manuals, for gun overhaul. John did a great job of clean up to make these clear and sharp.

As for military technical manuals, these are found on e-Bay and gunbroker from time to time. And, there are digital copies out there, generally public domain. Though, some have put much effort into their digital versions, like John did with his printed manuals, so they charge for those and its well worth it. There are several different versions and dates, from the WWI stuff, WWII and through the 1950s and 60s.

Manuals, I own a set of them and they are a nice item to have on the table next to me when I'm working on a part. At the last builders belt fed shoot I hosted we used a copy while on the line to show a new 1919a4 owner something.
Nice to have a hard copy.
